This very rare game was sent to me by Ernst:

I recently bought a copy of a game I played as a kid. I could not find any download version or even more information about the game. Now that I have my copy I would like to provide it to you to make it available to a wider audience (I can't even find another copy to buy since I bought the last one on amazon). I believe the original release date was 1993 and I don't think any publisher cares (the one listed on the CD box seems to be out of business (their website is supposed to be www. kcm. de but it seems totally defunct. You can search for an old version on the wayback machine but Criminal City doesn't show up)). The game is an old DOS game where you play a criminal and have to become a criminal mastermind. It is turn based and you can play with up to 4 players. It's a simple game but quite fun if you play with friends.

From the readme:

Criminal City is a game for up to four players. Unlike many other games, you don't fight crimes, but try to commit as many crimes as possible. For example, you can play pickpocketing, robbing supermarkets and hotels, stealing cars, kidnapping children, robbing banks, attacking mail trains, and so on. As you are in a big city you have many possibilities for this. If you have a high position, you can also hire gangsters to join your gang. These gangsters can be trained or equipped with weapons (e. g. pistols or machine guns).

Your goal is to seize power in the underworld. But the road is very dangerous, especially since the other players are trying to do exactly the same thing. But also the police are hot on your heels.
