Harpoon Scenario Editor is the same tool that was used by game developers to create missions for Harpoon. The user can create his own scenarios by setting groups of units, conditions, orders, objectives and other variables using the installed maps (i.e. the BattleSets he owns). Requires the original game, supports additional BattleSets.
