The game is set in a futuristic world where the player takes control of a vehicle called the 'Portador', armed with a powerful laser gun. The objective is to successfully transport a bomb from one end of a highway to a heavily guarded enemy base at the other end. Along the way, the player must overcome obstacles such as enemies in the form of tanks, aliens, and even floating mines.

Unlike most traditional games where players control the main character directly, in Highway Encounter, the player controls four robots instead. These robots, known as 'Troopers', are attached to the Portador and must be strategically placed to clear a path for the vehicle to move forward.
