The object of the game is to guide RoboCop through five levels of play, each consisting of three sub-levels. The first level is set in Old Detroit, the second in the New Detroit Mega Mall, the third in the RoboCop Training Center, the fourth in the OCP Building, and the fifth and final level is set in the streets of New Detroit.
RoboCop begins the game with three lives. He can lose a life by coming into contact with an enemy, by being shot, or by falling off a platform. He can regain lost health by shooting Health Packs.
The game is split into three sections: Action, Strategy, and Target practice. In the Action sections, the player must guide RoboCop through the level, shooting enemies and avoiding obstacles. In the Strategy sections, the player must guide RoboCop to safety while avoiding enemies and obstacles. In the Target practice sections, the player must shoot targets in order to progress.
The player must complete all three sections of each level in order to progress to the next. At the end of the fifth and final level, the player must face RoboCop's arch-nemesis, ED-209.
