Tenrou Toshi is a Windows adventure game set in a sprawling urban district where advanced technology, organized crime, and occult rumor exist side by side. The city is presented as a maze of elevated roads, industrial zones, entertainment quarters, private residences, and restricted facilities. Its title, meaning “Wolf City,” reflects the atmosphere of the setting: harsh, watchful, and governed by hidden powers. The player follows a central investigation through conversations, discoveries, and encounters that gradually connect the city’s apparently unrelated incidents.

Progress is controlled through a conventional command interface. Locations are selected from a city map or movement screen, after which the player can examine surroundings, question characters, search for clues, and use collected items. Important evidence is recorded through the course of the investigation, allowing previously inaccessible places and subjects to become available. Conversations frequently require careful attention, since a small detail mentioned by one character may provide the solution to a later scene. The game’s pacing alternates between quiet investigative sections and more dramatic sequences in which the player’s choices determine the direction of events.

The story is presented through character portraits, text windows, and static illustrated backgrounds.
