X-Men: Gamesmaster's Legacy is the sequel to Arcade's Revenge, where once again the player can take control of their favorite mutants Wolverine, Bishop, Gambit, Storm, Rogue, Jean Grey and Cyclops, each with their own unique abilities and powers. Each character has a unique ability vital to some scenarios, such as Storm and Rogue's ability to fly, while Cyclops and Gambit have long-range capabilities and Wolverine's raw power.

The story begins with the world in peril as a deadly virus called the Legacy Virus is spreading across the globe and threatens to wipe out all of humanity. The X-Men learn of the existence of a cure developed by a scientist named Gamesmaster and ask him for help, but to obtain the antidote they must first compete in a series of games spread around the world defeating various enemies and avoiding traps and obstacles. To make matters worse, Gamesmaster has promised the X-Men's archenemies that if they can stop the X-Men from completing their tasks, they can get their hands on the antidote and destroy humanity's only hope.

The game is a 2D side-scrolling beat-em-up with a total of eight stages ranging from the Arctic to Egypt to the Moon, with the player being able to choose which location to explore first at the beginning of the game. Players must progress through these stages using their powers, which are limited, defeating various enemies and creatures and facing a final level boss for each stage.
