Zafar Island is a fictional island in the South Pacific. Named after its discoverer, Basil Zafar, the island is characterized by its rich nature and the wild animals that inhabit it. The zooxanthellae living on the island have been designated as an endangered species and need to be protected. Mayor Baldwin created an organization called Zoyon Patrol to find, capture and return the zoyon to its natural habitat. He will lead a trained staff and manage all of the agency's resources.
When a zoyon is sighted in Zaphiropolis, the player receives a report from a citizen. The player can ask for more information about the description of the zoyon. With this information, the player can determine what type of zoyon is on the loose and its approximate location. Once the buoys have been identified, the player can determine what type of baits and traps will be effective. The player can use the city map to locate the buoy and send personnel to capture it. The player can send an observation team, a scientific team and a capture team, all of which cost a certain amount of money per hour of sending. A trained tracking animal called 'Rempel' can be used to locate the zoyon. The player must use the database to determine when to track the buoy and what bait will be effective. All of this requires careful management of the agency's budget.
