At the beginning of the 21st century, the Earth is suffering from a global oil shortage. Surprisingly, Tunisia remains one of the few countries that still possesses large quantities of high quality oil. The governments of the United States and the Soviet Union compete with each other in their attempts to buy as much oil as possible. Finally, the Soviets go a step further and kidnap the U. S. ambassador, hoping to provoke an international incident. Naval officer Johnny Westland is sent to Tunisia with orders to rescue the ambassador and prevent further escalation of the conflict.

Code-Name: Iceman is primarily an adventure game similar to other Sierra works in that genre. The player navigates the protagonist in eight different directions from the third-person view, and types text commands to interact with the environment. The 'Look' command can be typed separately and result in different text descriptions depending on where the protagonist is on the screen. The game is similar to the Police Quest series in that it is based on realistic procedures, in this case military instructions, first aid, and so on. The player may hit dead ends and resort to restoring a previous save if some of these procedures are not followed correctly. In addition, a considerable part of the game consists of the simulation of a submarine, which requires the player to navigate in it and fight against enemy ships.
